Shopify Discounts Not Applying: Review Combinations, Eligibility and App Rules
Use a structured cart test to separate Shopify discount eligibility, combination settings and app behaviour before commissioning a repair.

When a Shopify discount does not apply, the visible symptom can come from several places. A promotion may be ineligible for the cart, another discount may take priority, an app may apply its own rules, or the storefront may display a message that does not match checkout.
My Shopify discount troubleshooting begins by reproducing an exact cart and writing down the expected result. That gives a developer something testable. “Make all discounts work together” is not a useful specification, because the intended combination may not be supported or commercially appropriate.
Capture one failing cart before editing anything
Record the promotion, products, quantities, customer eligibility and purchasing route. Note the date, whether a customer is signed in and whether a link or code introduced the offer. Use test information rather than exporting real customer records just to illustrate the problem.
Write down what should happen in plain language: which item should be reduced, whether shipping should change and what the customer should see. Compare the same scenario in the storefront and checkout. If the expected result is still a business decision, resolve that first instead of asking development to guess the promotion strategy.
Check combinations as a two-sided setting
Shopify’s discount combination documentation explains that compatible settings must be allowed on the discounts involved. Product, order and shipping discount classes are not interchangeable. Eligibility and available combinations can also depend on merchant configuration or plan.
Do not assume that checking one combination box enables every possible promotion. Review both discounts, their target products and customers, and the order in which the intended benefit is calculated. Where discounts cannot combine, Shopify can choose an eligible benefit according to its rules. The brief should describe an achievable customer offer rather than override a platform limitation by assertion.
Use a promotion test matrix
This illustrative matrix turns a vague complaint into a repeatable review. Fill it with the merchant’s approved expectations before a repair is estimated.
| Cart scenario | Promotion to test | Expected result | Observed result |
|---|---|---|---|
| Eligible product only | Product offer | Agreed item benefit | Record evidence |
| Mixed product cart | Product plus order offer | Confirm permitted combination | Record evidence |
| Customer outside segment | Restricted offer | Clear ineligibility | Record evidence |
| Cart below threshold | Minimum spend offer | No misleading promise | Record evidence |
| App-generated offer | Native and app rules | Confirm supported interaction | Record evidence |
Keep the matrix small enough to rerun after a change. Add the responsible owner when the result depends on an app or a commercial rule.
Separate native rules from app behaviour
Shopify’s discounts overview is a useful baseline for the store’s native options. Then inventory apps that create offers, bundles, subscription incentives or cart messages. Each can introduce another dependency that needs reviewing in the actual configuration.
An app’s marketing description is not proof that it supports your specific combination. Ask for documentation or a test of that exact scenario. Avoid removing an app in production merely to see whether the symptom disappears. First identify its offer logic, storefront assets and dependencies, then agree a controlled investigation route.
Make storefront messages match the real offer
A cart banner saying “discount applied” can be misleading if checkout excludes the customer or chooses another offer. Check the wording, the price display and the conditions shown before the customer commits time to checkout. Sometimes the fix is accurate guidance rather than new discount logic.
Review mobile layouts, empty carts and changed quantities. If an offer expires or a product is removed, stale messages should not continue promising the old benefit. Keep commercial approval separate from technical implementation: the business confirms the offer and a developer makes the supported behaviour and customer explanation agree.
Define repair deliverables and acceptance
A focused repair can deliver a reproduction record, settings and app assessment, agreed change, regression matrix and handover notes. State what remains outside scope, such as redesigning the promotion programme or replacing a complex third-party app. Avoid promising a conversion increase from a technical fix alone.
- The reported failing cart is reproduced and its cause documented.
- Approved eligible and ineligible scenarios produce the expected result.
- Supported combination settings are recorded on both offers.
- Cart and checkout messages do not contradict the observed outcome.
- Related promotions are checked for regressions.
- Staff know which settings they can edit and when to request a review.
Agree how the merchant will introduce future promotions after the repair. A short change checklist can ask staff to review eligibility, combinations, app interactions and customer wording before publishing an offer. Keep the original failing-cart example as a regression case. That gives the team a repeatable way to assess later changes without assuming the repaired configuration supports every new discount.
What to include in your troubleshooting brief
Share the store URL, offer names, app inventory, screenshots and the completed cart matrix. Include the intended customer eligibility and the latest relevant change. Remove private customer information and never place administrator passwords or access tokens in the brief.
If the issue starts earlier in the buying journey, see my Shopify add-to-cart repair checklist. For app dependencies, read the Shopify app-removal audit guide. I can scope Shopify promotion repair and implementation from a reproducible problem, with explicit outcomes and regression checks.
